Remediation of Contaminated Benjamin Marrs Clean Fill Site

The Benjamin Marrs Clean Fill Site mistakenly accepted contaminated material from the construction of the KFC Yum! Center in Louisville, Kentucky. Upon issuance of an Agreed Order between the Indiana Department of Environmental Management (IDEM) and the Benjamin Marrs Landfill parties, KERAMIDA was contracted to ensure excavation and sampling activities were correctly performed at the landfill.

KERAMIDA successfully prepared a sampling activities report for the project and submitted the same to IDEM, prepared a delineation work plan to address the delineation of vertical and horizontal extent of work to be completed, then subsequently implemented the approved work plan, and finally, issued a delineation summary report upon completion. KERAMIDA also prepared and implemented an excavation plan for removal of the impacted materials at the landfill, which included a plan for excavation, transportation, disposal, confirmatory sampling of contaminated material, and oversight for work required by IDEM.

Arena fill, commingled with regulated solid waste, was excavated and disposed of at a permitted solid waste disposal facility. IDEM-specified cleanup standards included the IDEM Risk Integrated System of Closure (RISC), Default Industrial Soil Closure Levels (IDCL), and the Site-specific closure level for arsenic. To ensure the removal of the contaminated arena fill, the areas were overexcavated down to the native soil. The total tonnage excavated and transported for disposal to permitted solid waste disposal sites was approximately 68,000 tons.

Confirmatory samples and sidewall confirmatory samples were collected along the perimeter of the excavated area. The samples were then analyzed for volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAH), and Resource Conservation Recovery Act (RCRA) metals. Laboratory results were compared to identified cleanup standards, specifically IDEM RISC, IDCL, and the Site-specific closure level for arsenic. The confirmatory samples were below specified cleanup standards for all parameters.
